plzz explain lowest locant rule in organic chemistry​

lowest locant rule says that number the chain from where the locant is nearest.

for example see the attachment....

in first example if we number from left the locant is at 2nd place...

and in second example locant is at 4th place

so according to the lowest locant rule right numbering is the first example...
