It means that the relief should not be high like that of mountain etc.it must be a low place like plains etc. Also the soil must be fertile that is mostly found in plains . Which means the first condition for digging canal is that canal must be digged in plain areas like in the states of :-punjab ,haryana etc.

Relief basically shows the difference in elevation(height) of various physical geographical features in a given area, such as mountains, valleys, plains and plateaus all have different elevations.

Low level relief means land , plains i.e, those features which do not have high altitude . It would not be useful to construct a canal on a plateau or mountain . Deep fertile land so that it is soft . More deep is the fertile soil , more deeper a canal can be dug .
