The question can be solved by some assumption.

Concept :-

The rate of reaction at any instant is directly proportional to K(Rate constant) .Hence, ratio of rate of reaction at t= 20 sec to t = 5 second is given by

 \frac{ k_{20} }{ k_{5} }

K at T = t is given by

 \frac{conc \: of \: product \:a t \: t}{conc \: of \: product \:a t \: t}

Assumption

See the figure attached , we have assumed the conc. of reactant and product at different time in terms of x.Since, they are equally spaced, it is safe to assume so.

Solution

Now,

K at t = 20 is given by = 2x/2x

K at t = 4 is given by x/4x

 \frac{ k_{20} }{ k_{5} }  =  \frac{ \frac{2x}{2x} }{ \frac{x}{4x} }  = 4
