The first question comes with cross product.
Now talking about Second question
A circular wire can be considered equivalent to a circular ring
Similarly a semicircular wire can be considered equivalent to semicircular ring
Now for a full circular ring
M.I=MR^2
but for a semicircular ring the mass reduces to 1/2 of the original mass
Hence
M.I=(1/2M)^R^2
I m not 100% sure if this correct or not but I think this can be a possible way
