answer is 3 bcoz F/A is pressure and as the system is in equilibrium so piston has to apply sufficient pressure so that to neglect the pressure applied by liquids .

Now, in a tube always the pressure is applied by vertical portion of tube not horizontal and it depends on height of tube.

due to which their is no pressure applied by horizontal part i.e h1.
