 \dfrac{2 - (3x - 8)}{5 - (4x - 9)} =\dfrac{1}{2}

 \dfrac{2 - 3x + 8}{5 - 4x + 9} =\dfrac{1}{2}

 \dfrac{10 - 3x}{14 - 4x} =\dfrac{1}{2}

 2(10 - 3x) = 14 - 4x

 20 - 6x = 14 - 4x

 2x = 4

 x = 2

 \dfrac{x + 4}{2x + 1}=\dfrac{3}{2}

 2(x + 4) = 3(2x + 1)

 2x + 8 = 6x + 3
