When power is taken away from the central and the state goverment and given to the local goverment, it is called decentralization.

The basic idea behind it is that there many problems and issues at the local level.
Local goverment gets constitutional importance in democracy.
Representation of women may also increase with this role played by women in democracy become more stronger.
