Always start politely. Even though it is a complaint letter, start it politely. Used words which dosen't hurt the person reading the letter. Make the letter more presentable. The first para should contain like introduing yourself and praising the person reading. Second para should contain about the complaint. Third para should contain about the conclusion. Last, thanking you and your name
