\sf \: {( \frac{ - 2}{3} ) }^{ - 3}  \div x =  {(\frac{4}{9} ) }^{ - 2} \\ \\\sf \: {( \frac{ - 3}{2} ) }^{3}  \times  \frac{1}{x}  = ( {\frac{9}{4} ) }^{2}   \\\\  \sf \:\frac{ - 27}{8}  \times  \frac{1}{x}  =  \frac{81}{16}  \\\\  \sf \:\frac{1}{x}  =  \frac{81}{16}  \times  \frac{8}{ - 27} \\ \\ \sf \: \frac{1}{x}  =  \frac{3}{ - 2} \\\\ {\therefore}~~ \red{\sf ~   \frac{-2}{3}}

So, \sf \: {( \frac{ - 2}{3} ) }^{ - 3}\\ should be divided by \red{\sf ~   \frac{-2}{3}}\\ to get \sf \: {(\frac{4}{9} ) }^{ - 2} \\.
