Here's your answer!!

If a blue litmus paper is dipped in a solution and it remains blue, then it means that the solution is either basic or neutral.

This is because an acid can turn blue litmus red and the red litmus will be unaffected while a base can turn red litmus blue and does not affect a blue litmus. A neutral liquid will have no effect on both.
