Rationalising

 \frac{ \sqrt{7}  - 2}{ \sqrt{7}  \ + 2}  \times  \frac{ \sqrt{7 }  - 2}{ \sqrt{7}  - 2}

 \frac{( \sqrt{7}  - 2) {}^{2} }{3}

 \frac{11 - 4 \sqrt{7} }{3}

=

 \frac{ - 4 \sqrt{7} + 11 }{3}

a = -4/3

b=11/3
