9 is written as 3 square and 4 power 0 is equal to 1

and to remove the minus of power 1/2

the base is reciprocaled

 { {3}^{2 \times  \frac{3}{2} } }^{}  + 3 \times 1 -  { \frac{81}{1} }^{ \frac{1}{2} }

cancel the 2s at the power of base 3

 {3}^{3}  + 3 -   {9}^{2 \times  \frac{1}{2} }

27 + 3 - 9

 = 21
