Pakistani government troops provide support for the Pashtun tribesment beginning on October 23, 1947. Maharaja Hari Singh signed the Instrument of Accession with the Indian government on October 26, 1947, and Indian troops entered Jammu and Kashmir on October 27, 1947. Sheikh Mohammed Abdullah was appointed as Emergency Administrator of the state of Jammu and Kashmir by Maharaja Hari Singh on October 30, 1947. India referred the Jammu and Kashmir dispute to the United Nations Security Council on January 1, 1948. Sheikh Mohammed Abdullah was appointed as prime minister of an interim government in the state of Jammu and Kashmir by Maharaja Hari Singh on March 5, 1948. The UN Security Council mediated a ceasefire agreement that went into effect on December 31, 1948. Some 8,000 individuals were killed, and some 1.5 million individuals were displaced during the crisis.
