a) The refrain in the poem after Blenheim is old Kaspar shook his head and talked with a sigh.

This indicates that old Kaspar is not happy from talking about the war and refrains himself from doing so.

b) The effect of the refrain on the reader is that the old man Kaspar who talks to his grandchildren is not happy talking about it and it brings back the sad memories of a war.

c) The poet's attitude on the war;

The poet does not have a positive attitude towards the war because it has taken away so many lives and the victory thus obtained is not even remembered.

The poet dislikes war which is expressed in his lines 'twas a famous victory'.
