Use of To:-

1) To indicate direct

E.g., .I went to a restaurant.

2) To indicate relationship.

E.g., Don't pay attention to her

3)To indicate a limit.

E.g.,The old magazines were piled up to the roof.

Use of At:-

1)To indicate a place

E.g, They were at the park.

2) To indicate one's activity

E.g., All my friends laughed at my joke.

3) To refer time

E.g., There will be a meeting at 9am .

In Case of both :-

It depends upon the sentence .

Eg. P.T.M will be at 10am to 2pm.( Here at is describing the time while to is refering to its end ).
