Now radius ,r =√ [(-3-(-1) )^2+ (2-3)^2]=√( 4+1) = √5

Now if any point (x,y) lies on the circle then

(x-(-1))^2+(y-3)^2=r^2= 5

=> (x+1)^2 + (y-3)^2 = 5

solving we get the required result as equation of circle.
