yes it is true that political parties form backbone of a democracy because they implement the policies demanded by people and make laws for the sake of people also it is not possible for every citizen of a country to take part in democratic decision so political parties work for people to fulfill their demands

Political parties are the only way in which we can control the government in a democratic way. It is only possible if the political party is having the policy of democracy. so this we can say that political parties are the backbone of democracy.
