Yes, I agree with the statement. Politics isn't confined only to the study of state and government. It includes the study of power and struggle for power. Since the actions and policies of the government affect us deeply we form associations and put forward our demands before the government to accept them. Similarly when people disagree with the wrong policies of the government, they organise protests, demonstrations, rallies etc. to press the government to change those policies. Thus at one level, politics involves what governments do and how they relate to aspirations of the people and at another level it also involves how people protest and influence government decisions.
