Answer:

It was signed between Gandhi and Ambedkar. After the failed 3rd round table conference in England in 1932,Gandhi was jailed in Poona and Ambedkar agreed with British for the communal representation to minority classes saying"Mahatma's have came and Mahatma's have gone but the untouchables remained untouchables". But Gandhi was against the communal representation and therefore started pasting in jail against this.Atlast Ambedkar and Gandhi came to a pact in Poona jail by which SC got 18% internal reservation(not communal).

Poona Pact(1932)

 Dr B.R Ambedkar organised Dalits into the Depressed Classes Association

in 1930, clashed with Mahatma Gandhi at the Second Round Table

Conference by demanding separate electorates for Dalits.

 When the British conceded Ambedkar’s demand Gandhiji began fast unto

death. He believed that separate electorates would slow down the process of

integration into society.

 The Poona pact of September 1932 gave the depressed classes reserved seats

in provincial and central legislative councils, but they were to be voted by

general electorate.
