This can be explained by taking the example of Zimbabwe.
#Zimbabwe was ruled by Robert mugabe{who belonged to ZANU PF} after attaining independence from the white minority.
#election were conducted every year and it was won by the party ZANU PF.
#mugabe used many unfair practises during elections.
#he amended the constitution many times to increase his power and made himself less accountable to the people.
#all the radio channels, television, other media, newspapers were censored by the government.people didn't have right of speech and freedom.
#he also ignored court judgements which were against him.
therefore popular approval of ruler is very much necessary, but it is not sufficient.rulers can be either democratic or autocratic according to their own will.
