Popular leaders can be autocratic
If we take an example then the best example is from Zimbabwe. Their president Mugabe was most popular president, but he uses unfair practices to win the elections.
Later he & his government changed constitution many a times.
Popular government can be an undemocratic.
Nazi (Hitler) government was most popular government. It was popular in whole Europe. Despite all bad things Hitler was popular in the world at that time. It was an undemocratic government.
