Popular leaders can be autocratic

If we take an example then the best example is from Zimbabwe. Their president Mugabe was most popular president, but he uses unfair practices to win the elections.

Later he & his government changed constitution many a times.

Popular government can be an undemocratic.

Nazi (Hitler) government was most popular government. It was popular in whole Europe. Despite all bad things Hitler was popular in the world at that time. It was an undemocratic government.

Explanation:

Zimbabwe attained independence from White minority rule in 1980. Since then the country has been ruled by ZANU-PF, the party that led the freedom struggle. Its leader, Robert Mugabe, has been ruling the country since independence. Elections have been held regularly and always won by ZANU-PF. President Mugabe is popular but also uses unfair practices in elections. Hence, we see that popular governments can be undemocratic
