Yes, popular governments can be undemocratic and popular leaders can be autocratic. It is mostly seen in a government where there is only one person having the ultimate power. The rulers become autocratic and does many certain things like controlling the media, avoiding the court judgements, making of laws with the supervision of army and the ruler himself, etc. Thus, due to its notorious acts, they become famous by many protesters and many others.
