  these can be done to change population as an asset
 1- cheap labour.
 2 -more population means more intelligent brain which refers more development.
       3-more population means a large amount of labour in cheap rate. 
 4.more school, college and universities offer more jobs.



 We could take an example of India and China.

India always considers 
population as a liability due to:- poverty; illiteracy; unemployment and so on ...

On the other hand, China has a majority of their people engaged in work and they enforce maximum people to get literate ... here illiterates also have a way of getting a job
