Resources are things are used and reused. Population as a human resource, refers to people who produce and develop various facilities and services to make their lives comfortable. All kinds of facilities like factories, agriculture, transport and communication, educational institutions, hospitals, infrastructure etc. play a significant role in the development of a country. For producing and developing all such facilities and converting them into useful resources, human beings play the role of the best resource. The number as well as the quality of people, collectively, form the real and ultimate resource of a country.

India can conveniently convert these vast human resources as potential element of national growth. Our nation is having abundant natural resources. Planning at the national level should utilise harmoniously both natural and human resources. Economic growth has to involve more and more human potentialities. There are every possibilities that our human power can rightly be deemed as an asset and not as a liability with proper planning.
