he is the head of the state with nominal power just like president except president is the head of the country. So with nominal powers the governor doesn't have any right to make any decisions. The job of the governor is to execute the state legislative assembly. Every law the state passes need to have the consent or sign of the governor to be executed. However if the chief minister insist the governor cannot reject the act but can send it back for reconsideration or suggest changes. It depends on the state whether they accept the changes or not.
