Positive punishment is an negative response to an undesirable activity thus, reducing chances of the person repeating the activity.
For example, a child beats her sibling. If the father shouts at the child, then this could result in lesser chances of the child repeating it.

Negative reinforcement is removal of something present to induce a positive behaviour. 
For example, a child is failing in his exams because of too much expectations by the parents to excel in dance, art and studies. Supposing the parents remove the art and dance classes, this will give him more time to focus in his studies and thus reinforce this positive behaviour, getting him more marks.
