Explanation:

Starch is a very important store house of energy for plants. All plants make sugars by photosynthesis in the leaves and then use some of the sugars as energy to produce more complex chemical and biochemical substances which it uses to grow, reproduce etc.

The excess sugars the leaves produce gets transported to various specialised storage areas in the plants to be converted into storable forms, functioning as reservoirs of food for the plant.

In the case of the potato plant, the sugars are converted to starch and transported to the specialised stem, yes modified stem which grows underground, of the potato plant which grows underground as the familiar potato. We just harvest the storage organ of the potato plant and use it to derive energy from the stored starch.
