Potential difference is scalar. It’s calculated by taking the line integral of the electric field along a path between the two points. Specifically the line integral of the dot product of the electric field vector with the path “step” dx (which is also a vector). The dot product provides a scalar result, so the integral of that is a scalar as well.

This works because it turns out that in the absence of a magnetic field the result is independent of the path you choose.
