Vulnerability is mostly linked with poverty though it arises when people are isolated, insecure and defenceless in face of risk, shock/stress.
People differ in exposure to risk in their social group, gender, ethnic or identity, age and other factors.
Vulnerability changes in forms of poverty i.e. if any housing unable to control an earthquake/hurricane or lack of preventiveness resulting in slower response to disaster leading to chronic suffering.
Other side of coin is explained as resources available to individuals, households and communities to cope with threat or resist impact of any hazard.
Those resources can be physical/material but they can be found in way a community is organized or skills/attributes of individuals or organizations inside a community.
