Poverty line may vary with time and place? Explain.

Places like in US, those people who can't afford a car is under poverty line and in India, people whose income is below 1.25$ per day which is approximately 88.95₹ which was before some 0.1₹ before. These examples prove that poverty line may vary with time and place
