Belgium was aware of the existence of ethnic diversities and social differences. Hence, it adopted a unique policy of accommodation compatible to all social groups. It includes the following elements:

1. The Central government will include equal number of French and Dutch-speaking people.

2.Some special laws need the recommendation and support of  the majority of members from each linguistic group. No single community can take independent decisions.

3.Many powers of the central government have been distributed among the state governments of the Dutch and French speaking regions.

4.Brussels, the capital region has a separate government where both the communities have equal representation.

5.There is a provision of the third government known as the 'Community Government", the members of it are eletced by one language community, the Dutch, the French and the German.
