The values of y are -2 or 8.

A point has coordinates (x,y) and another point has coordinates (p,q)

Distance between them is l.

Then according to the formula distance can be calculated as

Root{(x-p)^2+(y-q)^2}=l

According to the question, p has coordinates (5,-3).

Q has coordinates (-7,y).

Distance between them is 13.

Then according to the formula,

(5-(-7))^2+(-3-y)^2=13^2

Or,(3-y)^2=169-144

Or,3-y=(+or -)5

Or,y = -2,8
