The main purpose of SAARC is to bring nations closer to each other. From this purpose some measure could be taken like development of conflict resolution groups that may resolve if some conflict gets in the way of two nations, in a same way resolution of bilateral disputes, governments should be involved to take control over conflicts. political government should play its part , cooperation at smaller level
