ANSWER TO YOUR QUESTION-
Since metals have loose electrons, they have the capability to conduct heat and electricity through the movement of the electrons. Due to its heat conducting capacity, it may harm the person who is handling the food pan. The extreme heat conducted by the metal may give severe burns to any person and hence as a security precaution, handles of cooking vessels are not made of metals but of plastics as they do not conduct electricity.

Answer:
Cooking utensils are made up of metals because they are good conductors of heat and hence food can be easily cooked in them. Their handles are made up of plastic because plastic is poor conductor of heat due to which the handles do not get heated and we are able to hold the utensil with their help.
