India has a Parliamentary form of government. The President is the Head of the Nation. All the executive powers are vested in him. But he is only the nominal head. The real executive power is exercised by the Union Council of Ministers headed by the Prime Minister. The President has to govern the nation on the advice of the Prime Minister and Council of Ministers.

A bill which is passed by the two Houses of Parliament has to be approved by the President in order to become a law. This arrangement provides suitable checks and balances on both their powers. The system is able to function smoothly.

If both of them have equal powers there will be a deadlock because each of them will implement his own decisions. The public may suffer due to unfair policies.
