When we draw the resonating structures of naphthalene. It is observed that among the three of resonating structures of naphthalene, two structures has bond a as double bond while bond b will be as double bond only in one resonating structures.

As we know that the double bond has smaller bond length than single bond. Therefore, from the above observation we can say about the relative bond length of bond a and bond b that, bond a has shorter bond length than bond b.
