The reaction is as follows. HOCl will not react with an alkyne(acetylene),but HOCl in presence of acetic acid gives H2OCl+ which attacks an alkyne from chlorine end, because water is a good leaving nucleophile.

Reaction of acetylene with water (in the presence of sulphuric acid, and mercuric sulphate as catalysts) to produce acetaldehyde. Acetaldehyde is then oxidised (with potassium dichromate for example) to produce acetic acid.
