Large Dams, Irrigation and Development in India: A Tradition of Engineering Bias
‘Respecting the integrity ofthe river amounts to respecting all life that the river supports. Violence to the river is
violence to the communities inhabiting a river basin. Such violence must give rise to conflicts which cannot be
resolved with further violence. The resolution ofconflicts over river waters requires an ecological reorientation in
water use which combinesjustice with sustainability ’
-Vandana Shiva (Shiva Vandana et.al1991:188)
'The emergence ofprofessional cadre of civil irrigation engineers in India can perhaps best be dated from the
opening, in 1848, ofthe College ofCivil Engineering at Roorkee... The vision ofman’s relationship to nature that
underlay the professionalization ofirrigation engineering in the second halfofthe nineteenth century was perhaps
clearest in the metaphorical language that came to define the foundations ofirrigation science. Perhaps no single
term was more redolent ofthe underlying assumptions that shaped water engineering in the late nineteenth century
than the term ‘duty ’, a word that assumed functional significance in the nineteenth century development of
mathematical irrigation science. ’

1.1 Engineering perspectives on Water and Developmenmt of Irrigation
Large Dams represented symbol of modernity and development for Independent India.
Large dams and heavy energy oriented industries served as hegemonic ideas of development
after independence. History of Large dams in India signifies humans’ effort of conquering the
nature during both colonial and post colonial period and view of natural river flow as waste-an
engineering bias. Policy of large dams has been actively pursued and promoted in India for the
reasons ofincreasing the productivity and production in agricultural sector and power generation
which are thought to be having developmental imperatives. But dams generated many
controversies and they are essentially related to people’s livelihood

Dams are physical structures that are constructed over rivers for the purpose of storage. They also act as barriers and create reservoirs. The reservoirs are used to irrigate fields and also stop flooding.

In India,

  • Dams have been constructed from the period of the kings till today. There are almost 3250 dams all across India.
  • Kallanai dam in Tamil Nadu is the first dam to be constructed in India by the king karikala chola.
  • Maharashtra has the most number of dams with 1820.
  • The tehri dam is the largest dam in India situated in Uttarakhand.

Reason for agitation:

  • Sediments left behind the dam spoil the natural habitat.
  • Altering the natural flow of  water will result in seismic risk.
  • The construction of dams also bring in differences between the states.
