Explanation:

Present population × (100- decrease%)/100 = Decreased population

25000 \times ( \frac{100 - 12}{100} ) \\  = 250 \times 88 = 22000

after one year the population become 22000

after two years,

22000 \times ( \frac{100 - 12}{100} ) \\ 220 \times 88 = 19360

population after two years = 19360.
