Because Lincoln believed that the South had never legally seceded from the Union, his plan for Reconstruction was based on forgiveness. He thus issued the Proclamation of Amnesty andReconstruction in 1863 to announce his intention to reunite the once-united states.

President Abraham Lincoln’s Plan for reconstruction did not include any punishment or penalty or a negative approach. His plan was built more on pardoning and forgiving those who were involved in the civil war and bringing everyone into the mainstream. He did want the states to abolish slavery and bring in legislation to this effect. To that extent the third option in the question comes close to being the correct answer.
