President can not reject money bill (b) The bill is proposed with his prior permission.

Explanation:

1. "Money bill" can be introduced only by "Lok Sabha" and there is no provision to be introduced in "Rajya Sabha",

2. Speaker is the "final authority" to decide whether the bill is money bill or not.

3. It had the provisions of financial matters like taxation, public expenditure and so on.

4. President can either assent or withhold the assent regarding  the money bill, there is no possibility to return the bill to reconsideration because it was proposed earlier by the "prior permission" of the "president".
