After a Bill is passed by both the Houses, it is presented to the President for his assent. The President may or may not give his assent to any bill, except the Money Bill, or return the Bill for reconsideration. He cannot refuse to give his assent if the Bill is again passed by both the Houses with or without amendments made by the President. But, when the Constitution Amendment Bill passed by both the Houses with the requisite majority is presented to the President, he will give it his assent.
