Yes preassure and tempreture determine the state of substance because it depends on the state of substance for eg an ice if we increase the temprature on ice at zero degree celsius then it starting convert into water state and the example of pressure is dry ice because dry ice is form of co2 when a large amount of preassure is exerted on co2 then it convert into dry ice which is solid it doesn't convert into liquid state because the liquid state of co2 doesn't exist in our universe .
