Fluids exerts pressure....
consider a glass tube open at both ends to one end tie a thin rubber membrane initially if there is no water in the tube you will find that there is no bulge rubber membrane...

now start feeling the tube with water you will find as the tube fills up. the membrane begins to bulge at the bottom of the tube. the bulging in the membrane increases as more and more water is poured in the tube this is due to the fact that water filled in the tube begins to apply pressure on the thin rubber membrane due to which it begins to Bulge.
