The report, which was submitted to the U.N. Human Rights Committee, was co-authored with the American Civil Liberties Union, the American Civil Liberties Union of Florida, the Lawyers’ Committee for Civil Rights Under Law, the NAACP, the NAACP Legal Defense and Educational Fund, the Hip Hop Caucus, and the Sentencing Project.
