preventive measures of sticking handbills and postures on public property for elections

It is certainly NOT a beautiful sight, when you see handbills and posters sticking on public property!!..
The only way to prevent it from ruining a beautiful city is to SUBSTITUTE it..But substitute it with what? 
With banners, why? they don't stick thus preventing the ruining sight of a city.Moreover, they can be taken off when the elections are over!
