Because if handles are made of metal it is difficult to hold the vessels.

And metals are good conductors and they may catch heat quickly.

Cooking utensils are made up of metals because they are good conductors of heat and  hence food can be easily cooked in them. Their handles are made  up of plastic because plastic is poor conductor of heat due to which the handles do not get  heated and we are able to hold the utensil with their help.
