This is a perfect example of decentralisation and giving the states a free hand for making the decisions. This is also a better form of ruling the country as the local elected members would better know the problems faced in that area and also suggest them to the government. This is an example of power sharing because the state government has also got a free end to make their own decisions and have the power to make their own opinion.
