When you say "run the country/state/district" you have actually covered a very wide range of duties and responsibilities. While using "run" colloquially with respect to PM or CM may make sense but not in case of chairperson of Zila Parishad.

Chairperson of Zila Parishad (CZP) is primarily responsible for planning, implementation and monitoring of development programmes of both the state and central government across an array of sectors such as Health, Livelihoods, Hosing, Education, Sanitation, Clean Drinking Water, Electrification, Connectivity (roads, telecom, etc) so on and so forth. However, he/she reports to the District Collector/Magistrate as per organisational hierarchy.

DM/DC, in addition to the efficient implementation of development programmes, is also responsible for other critical areas such as Law & Order (for which he coordinates closely with Police - SP, DSP- unlike CZP), Revenue, Forest (for which he works with DFOs), Mining, CSR, Elections etc.

In a nutshell , CZP usually works as the second-in-rank command to the DM. But DM is the one who call the shots.It is your perception.

In fact, PM, CM or Chairperson of Zila Parishad(CZP) being elected person, have same powers and works but limited to their rank, jurisidiction and rights extended by constitution. Only difference between PM/CM or CZP is that PM/CM is empowered to frame law through his parliament/assembly which is not the case with CZP.

Whereas DM/Collecter, being a govt servant, is entrusted with law & order, monitoring and revenue collection under his jurisdiction.

It is another matter that the jurisdiction,power, rank and stature of PM/CM, being bigger, overshadow that of the DM, otherwise both branches (elected and recruited bodies) are powerful in their respective jurisdictions.
