At zila parishad level, please be informed that chairman of zila parishad called the mayor only runs the government and district magistrates or collector supervises the administration. Collector or DM are the officers of government and not the head of government. Their primary duties are to collect tax and keep the district in prescribed order.
For your understanding, what collectors are at district level, chief secretaries are at state level and home secretary and principal secretary at centre level.
